This module introduces the principles underlying IHL. The presenter discusses how IHL balances military necessity with humanitarian considerations, and how IHL applies equally to all parties to a conflict. In addition, the presenter identifies who may be held responsible for violations of IHL, and explains the distinction between the law governing the resort to force (jus ad bellum) and the law governing the conduct of hostilities (jus in bello).
