This module provides an analytical framework through which to interpret violations of IHL as “deliberate” or “interpretative” in character, and examines the consequences of each type of violation. The presenter discusses the role of engaging with all parties to the conflict to promote compliance with IHL, and addresses IHL provisions applicable to state and individual violators.
