Course description

The prevalence of armed conflicts involving armed non-State actors carries important legal, policy, and operational implications for humanitarian professionals. Focusing on their application to non-State armed actors, this workshop provides a review of the relevant bodies of international law, in particular international humanitarian law and international human rights law. It also offers an analysis of frameworks and methods for engagement with non-State actors on specific issues such as negotiating humanitarian access or developing humanitarian protection strategies. This workshop, organized in partnership with Geneva Call, aims at strengthening participants’ capacity to use international law to engage with non-State armed actors when appropriate in those challenging contexts and promote their respect of international norms in conflict situations. 

Target audience

The course is designed for mid- and senior-level staff of UN and other intergovernmental agencies, components of the Red Cross/Red Crescent movement, NGOs, and government agencies with direct or indirect experience of humanitarian action in situations of armed conflict. Others with relevant experience, including diplomats, military personnel, and journalists, are also encouraged to apply.

PHAP members who have already attended five or more days of training courses offered by PHAP, HPCR, or HPCR International, may be eligible for our Returning Participant Discount Program.

Fees cover all training material, access to preparatory online course on the Essentials of International Humanitarian Law, and lunches and coffee breaks for the days of the training. Fees do not cover travel or accommodation costs.

This course is directly preceded by the Geneva 2019 Core Professional Training on Humanitarian Law and Policy on 7-9 October 2019. We encourage participants to register for both, as the Workshop is designed to build on the Core Training.
