Nairobi 2017 Thematic Workshop on Humanitarian Access for Assistance and Protection

Course Description

Current conflicts in Africa and the Middle East highlight the difficulties in obtaining access for humanitarian assistance and protection in situations of armed conflict. This workshop examines these challenges from a legal and policy perspective, with an emphasis on the rights and responsibilities of key actors. The main rules of international law under IHL and other instruments are discussed alongside non-treaty texts such as the recent Oxford Guidance on the Law Relating to Humanitarian Relief Operations in Situations of Armed Conflict. The course then integrates the legal content with a discussion on strengthening organizational approaches and strategies for reaching those in greatest need in armed conflict situations.

Target audience

This course is designed for experienced legal and policy advisors in humanitarian organizations; managers of UN and NGO humanitarian operations in relevant contexts; and government officials, including both diplomatic and military personnel. Other interested individuals are also welcome to apply. Participants in the Thematic Workshops are expected to have completed the Core Professional Training in Humanitarian Law and Policy.
