Course description

The evolution and increasing complexity of armed conflicts – in terms of the nature of the violence, the geographical scope of hostilities, the types of actors involved, and the protection issues raised – casts a new light on the applicability and relevance of human rights norms in situations of armed conflict. 

This workshop examines the complementarity between international human rights law (IHRL) and other legal frameworks, in particular international humanitarian law (IHL). Building on an exploration of the legal aspects of the interplay between those frameworks, the workshop then provides participants with an overview of what the application of human rights norms means in practice, with a view to strengthen protection of people affected by armed conflict.

Case studies and exercises incorporated into the workshop explore specific issues for which this interplay between legal frameworks is particularly important, including detention, the use of lethal force, the delivery of humanitarian assistance, the administration of a territory by a non-State armed group, and the use of human rights protection mechanisms.

Target audience

The course is designed for mid- and senior-level staff of UN and other intergovernmental agencies, components of the Red Cross/Red Crescent movement, NGOs, and government agencies with direct or indirect experience of humanitarian action in situations of armed conflict. Others with relevant experience, including diplomats, military personnel, and journalists, are also encouraged to apply.

This course follows directly on the Nairobi 2019 Core Professional Training on Humanitarian Law and Policy on 1-3 April 2019 and is followed by the Nairobi 2019 Thematic Workshop on Sexual and Gender-Based Violence in Armed Conflict on 7-8 April 2019. We encourage participants to register for all three, as the Workshop is designed to build on the Core Training and is complementary to the second Workshop.
