The Core Professional Training on Displaced Persons, Refugees, and Armed Conflict (4-6 November) introduces humanitarian practitioners and policy
professionals to the international legal frameworks and standards that
protect refugees, internally displaced persons (IDPs), and other forced
migrants in situations of armed conflict, including international
refugee law (IRL), the relevant provisions of international humanitarian
law (IHL) and international human rights law (IHRL), and soft-law
instruments. It also aims to foster reflection among participants on how
States, international organizations, and other actors implement these
norms and standards in practice.
The Core Training is immediately followed by a Thematic Workshop on Challenges for Protection and Finding Solutions in Africa (7-8 November). This workshop will explore current challenges in protecting and providing solutions to those displaced during armed conflict, with a focus on emergencies in Africa. The workshop will take its starting point in an overview of the regional legal and policy frameworks applicable to refugees and IDPs, including the 1969 OAU Convention, the Kampala Convention, and the Great Lakes Pact, as well as the humanitarian architecture and coordination mechanisms dealing with displacement during armed conflict in Africa. It will then analyze how these interact with other international frameworks in providing protection and solutions for displaced persons, such as IHL, the international and African human rights systems, and transitional justice.
