Istanbul 2013 Thematic Workshop on Humanitarian Access for Assistance and Protection
The Thematic Workshops on IHL address critical challenges of International Humanitarian Law in current conflict situations. The two-day workshops complement the Core Professional Trainings on Humanitarian Law and Policy. Participants in the Thematic Workshops are expected to have completed the Core Professional Training in Humanitarian Law and Policy (or an equivalent multi-day training).
The Istanbul 2013 Thematic Workshop on Humanitarian Access will follow directly a three-day standard Core Professional Training on Humanitarian Law and Policy in the same location.
The Thematic Workshop on Humanitarian Access will provide humanitarian professionals with a better understanding of the particular legal and policy challenges inherent in obtaining humanitarian access in the context of armed conflict.
The Thematic Workshop will provide a review of the theory and practice of humanitarian access and its legal framework, looking at the rights and responsibilities of key actors. The instructors will then turn to the different organizational approaches and strategies, and the challenges and opportunities that arise from engaging with armed non-state actors. The second day will delve into the identification of all the actors that need to be involved in humanitarian access talks, the dilemmas that can arise in the different situations, and the tools that humanitarian professionals can utilise to obtain access to civilian populations.
Please note that participation to the Thematic Workshops requires prior participation to a standard Core Professional Training on Humanitarian Law and Policy.
Please also note that, starting in the 2011 calendar year, all participants to Advanced Professional Trainings must be members in good standing of PHAP. (See Member Benefits and Dues.) There is no need, however, to apply separately for PHAP membership and for the trainings. Non-members may apply for trainings directly, and their applications will simultaneously be entered into the review process for PHAP membership.
