Course description

The use of multinational military operations has become increasingly prevalent in situations of armed conflict. Whether UN peacekeeping operations with complex and evolving mandates or State-led military coalitions, their presence raises questions regarding international law, ranging from determining the applicable legal frameworks and the related questions of who bears the responsibility in case of violations, to the impact of partnerships between UN actors and States on humanitarian action. This workshop examines these issues from a legal and policy perspective. It looks at the relevant norms of international law governing multinational operations and the status and responsibility of their members. The workshop also discusses practical examples, such as the attack against forces of the UN Intervention Brigade in the DRC at the end of last year, and contemporary issues related to the protection of civilians in the context of multinational operations. It aims at strengthening professionals’ organizational approaches and strategies to address protection and assistance issues in the context of multinational operations.
