The Core Professional Trainings on Humanitarian Law and Policy are tailored to meet the needs of practitioners and policymakers. United Nations staff, diplomats, government officials, and professionals from non-governmental organizations will find the curriculum designed to address the legal, policy, and practical challenges encountered in humanitarian operations in situations of armed conflict. Others with substantial interest and relevant experience, including members of the military, journalists, researchers, and policy analysts, are also encouraged to apply.
These intensive trainings are three full days in duration and cover all of the major areas of humanitarian law and policy (see Sample Agenda), therefore serving as unique mid-career opportunities for acquisition and refinement of the skills necessary to address contemporary humanitarian challenges. Lectures, case studies, and simulation exercises are integrated into a curriculum narrative informed by legal principles, recent scholarship, contemporary challenges, and current debates. The trainings are tailored to professionals interested in gaining foundational knowledge, developing a strategic perspective, and engaging in exploratory discussions regarding potential responses to emerging legal and policy questions.
The Core Professional Trainings on Humanitarian Law and Policy include modules on:

- Introduction to international humanitarian law
- Relationship between international humanitarian law and human rights law
- Humanitarian protection
- Protection needs of specific groups in armed conflict
- Negotiation of humanitarian access
- Conduct of hostilities and the protection of civilians

The modules are developed in close cooperation with the Program on Humanitarian Policy and Conflict Research (HPCR) at Harvard University, and presented by internationally-recognized experts and instructors in humanitarian law and policy. Participants are expected to engage actively in each of the sessions, sharing their own perspective and experience on the challenges of implementing international humanitarian law and policy in complex emergencies. Core sessions are reviewed regularly by third-party experts and professionals to ensure their accuracy, quality, and relevance to the professional development of PHAP members.

How to apply?
The Core Professional Trainings on Humanitarian Law and Policy are specifically designed for mid-career professionals. Applicants are expected to have a minimum of three to five years of prior professional exposure to either the practice or the theory of international humanitarian law (either through practical experience in humanitarian affairs or some prior legal training). Applications for the Core Professional Trainings are received and processed on a rolling basis. In view of the high demand for such courses, interested individuals are strongly encouraged to apply early for the training events of their choice. At its discretion, PHAP may place interested applicants on a waiting list with the possibility that they may be offered a place closer to the time of the event, in case a place becomes available, or be offered to attend the same training in another location.
Please note that, beginning in 2011, participants to the Core Professional Trainings will also have to be members of PHAP in good standing. For those who have not yet applied to become members of the professional association, the application for the Core Professional Training can also be used to submit the necessary application for PHAP membership, in one streamlined process. Also, completion of the Core Professional Training on Humanitarian Law and Policy is mandatory prior to attending a Thematic Workshop related to International Humanitarian Law.
