Welmoet is an independent consultant with the Humanitarian Consultancy and Research Centre. She is an experienced trainer and lecturer on protection of civilians, international law, and refugee/IDP issues. Her clients include, apart from PHAP, also NATO, the ICRC, and armed forces divisions of several countries. Welmoet has a background in Latin and Ancient Greek as well as Public International Law and is currently, in addition to her consultancy work, doing a PhD at the University of Groningen in The Netherlands. Her research focuses on the management of dead bodies in armed conflict, seen from an international law perspective.

Welmoet worked several years in the field of protection and protection of civilians for United Nations peacekeeping missions and UNHCR in conflict countries in Africa. Her duties included policy and strategy drafting, advising and briefing leadership on protection matters, and organizing, planning and participating in field visits related to protection issues.
